Digital Intrusion, Identity Misuse, Mail Thefts, and Coercive Harassment by Neighboring Tenant

I am reporting an ongoing pattern of unauthorized access attempts and interference involving my personal electronic devices and my USPS-protected mail. The primary individual involved is Ms. Ra****ia B***r (also known as “B***e”), resident of Unit 20*, who has repeatedly engaged in conduct that appears intended to gain control over my personal information, communications, reputation, and daily activities. These actions present existential threats to my well-being and my ability to exist on my own terms.

Despite taking extensive security measures, including changing my Verizon password and PIN, updating my Apple ID and device passcodes, enabling an eSIM PIN, and securing my Apple Mac Mini M1 and iPhone 1*; my devices continue to show signs of attempted access, unexpected lockouts, and abnormal behavior consistent with external interference.

I have also experienced multiple USPS mail-theft incidents, specifically involving important documents delivered to my protected residential mailbox (Unit 20*). Based on statements made by Ms. B***r and the pattern of missing documents, I am concerned that these items may have been taken and misused for identity-related purposes, including the possible creation, use, or attempted use of a Power of Attorney without my knowledge or consent. I have never signed, authorized, or agreed to any Power of Attorney granting anyone authority over my affairs.

Additionally, Ms. B***r has made repeated false claims to tenants and other individuals that we are in a consensual relationship, that we are married, or that she possesses a marriage certificate involving my identity. These statements are entirely false and have damaged my reputation. I have never been married to any person, nor have I ever consented to any legal, romantic, or personal relationship with Ms. B***r.

My only contact with her occurred on October 1, 2023, when she requested temporary assistance. After I exercised my right to end all communication, a right I am fully entitled to, Ms. B***r escalated her behavior. This included:

• persistent unwanted attempts to contact me,

• inappropriate physical gestures,

• coercive statements implying she has “rights” over me,

• false claims of marriage or relationship,

• threats suggesting she could have me institutionalized if I refused to acknowledge her as a spouse,

• and conduct attempting to influence or control my personal decisions, identity, and autonomy.

I have the unequivocal right to be left alone and the right not to communicate with Ms. B***r without facing retaliation, intimidation, or fabricated legal claims. Her behavior has infringed upon these rights and caused significant concerns regarding my personal safety, privacy, and independence.

The combination of:

1. attempted digital intrusion,

2. repeated USPS mail theft,

3. suspected identity misuse,

4. false claims of a relationship or marriage,

5. reputational damage,

6. coercive and intimidating statements,

7. retaliatory behavior when I refused contact, and

8. concerns regarding a possible unauthorized Power of Attorney

reflects a pattern of misconduct requiring federal attention and documentation. These actions collectively threaten my privacy, civil liberties, and well-being.

I have preserved all evidence, including photographs, device-event documentation, timestamps, and notes detailing each incident and missing USPS items.
