1. Date and Time of Incident
• Observed incident: December 28, 2025, at approximately 7:20–7:30 PM (local time)
2. Location
• Reporting Party’s residence, Apartment Unit 205
• Common area immediately outside the apartment door
Surveillance Coverage:
• Ring doorbell camera mounted on Reporting Party’s apartment door
• Wyze surveillance camera mounted above Apartment Unit 205 door
Important Disclosure:
Both surveillance cameras contain blind spots and limited range. These blind spots prevent continuous or complete visual capture of individuals positioned beyond the cameras’ fields of view. As a result, individuals located outside the coverage range may not be visually recorded.
3. Description of Incident
On December 28, 2025, at approximately 7:30 PM, I was inside my apartment, seated at my bedroom desk, when I heard a loud verbal statement coming from the common area outside my apartment door. I recognized the voice as belonging to R*l**ci* B*k*r (also known as R*l**ci* B*k*e) who lives in the apartment unit, 206 (next door) and she had stated “YOU HAVE REFUSED TO DO BLOW JOB THAT WHY WE ARE HACKING INTO YOUR DEVICE SYSTEMS.”
The statement I heard was sexually explicit and coercive in nature and included a reference to alleged retaliation and unauthorized access to electronic devices. The statement was heard audibly from inside my apartment but was not visually captured on surveillance footage due to the known blind spots and range limitations of the installed cameras.
At the time of the verbal statement, I was not able to visually confirm the presence or positioning of Ms. B*k*r or any other individual outside my apartment door. The surveillance cameras did not capture footage of any person in the area corresponding to the location from which the voice appeared to originate.
Immediately before and after the verbal statement, I experienced technical disruptions while working on my Apple Mac Mini M1 computer, including sudden freezing of the Canva.com platform while accessed through the Google Chrome browser and the appearance of changes to digital content that I did not create or authorize. These events occurred within the same browser session in which the Canva.com account was open. I am documenting these observations as they occurred in close temporal proximity to the verbal incident, without asserting a specific technical cause.
4. Key Facts Asserted by the Reporting Party
To the best of my knowledge and recollection:
• I heard a sexually explicit and threatening verbal statement from outside my apartment door.
• I personally recognized the voice as R*l**ci* B*k*r, based on prior familiarity.
• Surveillance cameras did not visually capture the speaker due to documented blind spots and range limitations.
• There is no video evidence directly showing Ms. B*k*r or any individual making the statement.
• The incident is based on auditory perception and contemporaneous circumstances.
• I did not consent to any sexual communication or harassment.
• I did not authorize access to my electronic devices.
5. Disclosure of Evidentiary Limitations
I am explicitly documenting the following limitations:
• Surveillance cameras installed at my residence do not provide full coverage of the common area.
• Blind spots exist that prevent visual confirmation of individuals standing or moving beyond the cameras’ effective range.
• As a result, I cannot present video evidence conclusively identifying the speaker or confirming physical presence at the time of the incident.
• This report relies on my direct auditory observation, contextual awareness, and reasonable perception.
6. Basis for Concern
My concerns arise from:
• The sexually explicit and coercive nature of the verbal statement.
• The perceived recognition of the speaker’s voice.
• The inability to visually confirm the speaker due to surveillance blind spots.
• The potential creation of a hostile or unsafe living environment.
• The temporal connection between the verbal incident and unexplained device disruptions.
This report documents concerns and observations and does not assert factual conclusions beyond what can be substantiated.
Based on the recurring nature of the incidents I am documenting including repeated unexplained digital disruptions, perceived unauthorized changes to online content, and contemporaneous distressing verbal conduct, I am requesting that these events be evaluated for potential indicators consistent with cyberstalking or technology-facilitated harassment. I am not asserting a technical or legal conclusion, nor identifying a specific individual as responsible for any digital activity. This statement is included solely to preserve the record and to request appropriate review by qualified authorities.
7. Prior Related Concerns (Reporting Party Statement)
• The Reporting Party reports prior concerns regarding harassment and device interference but acknowledges that each incident must be evaluated independently and based on available evidence.
8. Absence of Consent or Authorization
• I did not consent to sexual comments, coercive communication, or harassment.
• I did not grant permission for any individual to access my electronic devices or accounts.
• I have not knowingly shared passwords or credentials.
9. Evidence and Documentation Notes
• Surveillance footage showing absence of visual capture due to blind spots
• Written contemporaneous notes of the incident
• Device behavior observations (technical)
• Camera placement diagrams or descriptions (if needed)
10. Actions Taken
• Documented the incident with full disclosure of evidentiary limitations.
• Preserved available surveillance footage.
• Prepared this report for potential review by:
