1) Reporting Party

Address: 2432 20th Avenue South, Apt. 205, Fargo, ND 58103
Location of Incident: Inside reporting party’s apartment unit (bedroom desk area) and nearby common-area vicinity outside/near unit.
2) Summary of Complaint
On January 15, 2026, I observed suspicious security behavior on my Apple iPhone 17 immediately after I changed multiple security settings (device passcode, Screen Time passcode, and **ri*** eSIM PIN). Shortly after powering the phone back on, I received an “1st attempt” notification when entering the newly changed eSIM PIN, which I interpreted as an indication that the PIN had been incorrectly entered previously or was being tested. Based on the timing, I believe my device and/or cellular account security may have been unlawfully observed or accessed without my knowledge or consent.
During the same evening, I also heard multiple verbal statements from a female voice inside or near my apartment area making remarks referencing hacking into my devices and threatening harm. I perceived these statements as harassment and intimidation in connection with ongoing concerns regarding device compromise and identity-related misconduct. To my knowledge, I have not been served with any search warrant or legal authorization that would permit access to my devices or accounts.
3) Devices / Accounts Involved
- Device: Apple iPhone 17
- Account: Apple iCloud (not shared with any person, including family members, to my knowledge)
- Carrier / Account: **ri*** (eSIM PIN feature enabled)
- Security Settings Changed (same time window):
- iPhone passcode
- Screen Time passcode
- **ri*** eSIM PIN
- Note on PINs: For safety, this report intentionally redacts full PIN values. I can provide exact PINs directly to investigators or the carrier through a secure channel.
4) Detailed Narrative (Chronological)
A. **ri*** Account / iPhone Security Changes
- At approximately 5:54 PM–5:55 PM on January 15, 2026, I changed my **ri*** account settings associated with my Apple iPhone 17.
- At approximately 5:56 PM–5:59 PM, I legally and intentionally changed the following iPhone settings in an effort to secure my device from unauthorized access:
- iPhone passcode
- Screen Time passcode
- **ri*** eSIM PIN
- I then powered off my iPhone for several minutes as part of my attempt to remove or interrupt suspected unauthorized access.
B. Suspicious eSIM PIN “Attempt” Message After Restart
4. After restarting my iPhone and entering my device passcode, I was prompted to enter my **ri*** eSIM PIN.
5. When I entered the newly changed eSIM PIN, I received an on-screen message indicating a “1st attempt” (or an attempt counter/attempt status).
6. This alarmed me because the PIN had just been changed minutes earlier. Based on the timing, I believed this could indicate that someone else had either:
- attempted to enter the eSIM PIN; and/or
- was monitoring my screen as I entered credentials; and/or
- had access to my device display/inputs or **ri*** account security features.
- I became fearful because I did not consent to any person accessing, monitoring, or controlling my device or account.
C. Verbal Statements Heard Referencing Hacking / Threats
8. At approximately 6:00 PM, while I was seated at my bedroom desk inside Unit 205, I heard a female voice from within or immediately near my apartment area (potentially near common-area blind spots away from my front door camera coverage). The voice stated words substantially similar to:
- “I WON’T SHUT UP … THAT’S WHY WE KEEP HACKING INTO YOUR DEVICES AND YOU ARE ALWAYS KICKING POOR PEOPLE OFF YOUR IPHONE 17.”
- At approximately 6:31 PM, I heard additional statements (again, a female voice) substantially similar to:
- “THEY WILL PUT YOU IN A HOSPITAL BECAUSE I CANNOT GET CLOSE TO YOU.”
- “THEY HAVE DESTROY[ED] PEOPLE OPPORTUNITIES FOR YOUR RIGHTS BECAUSE YOU ARE ON YOUR CORRECT IDENTITY, AND YOU HAVE PROOF.”
- I perceived these statements as harassment, intimidation, and threats, and as admissions or references to ongoing unauthorized access to my devices.
5) Suspected Parties (If Known)
- I cannot confirm the identity of the speaker with certainty.
- The voice sounded consistent with a person I associate with my building (referenced by me as Ms. R*l**ci* B*k*r and/or an adult/young adult family member), but I am not asserting identification as a fact—only reporting my perception and concern.
6) Witnesses
- Known witnesses: None confirmed at this time.
- Potential witnesses: Nearby tenants who may have heard the statements in the hallway/common areas, if any.
7) Evidence to Preserve / Provide (Non-Exhaustive)
I request that relevant parties preserve records, and I will provide what I can access:

8) Impact Statement
This incident caused immediate fear and distress and interferes with my ability to safely use my devices and manage personal accounts. I am concerned about:

- identity-related fraud (including alleged forged signatures or unauthorized documents)
- escalating harassment and intimidation in or near my residence
9) Requested Action
I respectfully request the following actions as appropriate for the receiving agency/organization:
- Open an incident report/investigation into suspected unauthorized access to my **ri*** account and/or iPhone.
- Preserve relevant logs and records (**ri*** account logs; device security logs where available; any premises surveillance).
- Provide guidance on whether my eSIM PIN “attempt” behavior indicates:
- prior incorrect entries;
- device compromise;
- SIM/eSIM-related security events; or
- account-level changes or lock/unlock attempts.
- If applicable, evaluate whether the verbal statements constitute harassment/threats and whether a safety intervention is warranted.
- Document this complaint as part of a potential pattern of conduct involving device interference, stalking/harassment, or identity misuse.
