(With Disclosure of Surveillance Coverage Limitations)

Reporting Party: Sarai Hannah Ajai

Documented Identity: Adult female (self-reported)

Individual Referenced by Allegation: R*l**ci* B*k*r (also known as “R*l**ci* B*k*e”)

Incident Type: Alleged Hostile Housing Environment / Verbal Harassment / Coercive Conduct

Evidentiary Status: Allegation based on personal observation and auditory perception; surveillance limitations acknowledged

1. Date and Time of Incident

Observed incident: January 2, 2026, at approximately 2:26 PM (local time)

2. Location

Reporting Party’s residence: Apartment Unit 205

Common area immediately outside Unit 205 door (audible from inside Unit 205)

Surveillance Coverage Present:

Ring doorbell camera mounted on Unit 205 door

Wyze camera mounted above Unit 205 door

Important Disclosure – Coverage Limitations:

Both cameras contain blind spots and limited range, which prevent continuous or complete visual capture of individuals positioned outside the cameras’ fields of view. As a result, individuals located beyond coverage range may not be visually recorded.

3. Description of Incident (Observed Facts)

On January 2, 2026, at approximately 2:26 PM, I was inside my apartment, seated at my bedroom desk, using my Apple Mac Mini M1. While inside Unit 205, I heard a loud verbal statement from the common area outside my apartment door.

Based on my prior familiarity, I recognized the voice as belonging to R*l**ci* B*k*r (Unit 206). The statement I heard was substantially similar to:

“I HAVE NOTHING TO PROVE BECAUSE I KNOW, I AM NOT YOU, BITCH.”

The statement was hostile and demeaning in tone and appeared directed toward me.

Surveillance Capture Limitation:

At the time of the statement, I was not able to visually confirm the speaker’s presence or location. The installed cameras did not capture a clear visual of any individual corresponding to the source of the voice due to the known blind spots and limited range.

4. Key Facts Asserted by the Reporting Party

To the best of my knowledge and recollection:

I heard a hostile verbal statement from outside my apartment door while I was inside Unit 205.

I recognized the voice as R*l**ci* B*k*r based on prior familiarity.

Surveillance cameras did not visually capture the speaker due to documented blind spots and coverage limitations.

There is no video evidence directly showing Ms. B*k*r or any other person making the statement.

The incident is based on auditory perception and contemporaneous circumstances.

I did not consent to harassment, intimidation, or hostile verbal conduct.

5. Disclosure of Evidentiary Limitations

I explicitly document the following limitations:

The cameras installed at my residence do not provide full coverage of the common area.

Blind spots prevent visual confirmation of individuals beyond the cameras’ effective range.

As a result, I cannot present video evidence conclusively identifying the speaker or confirming physical presence at the time of the statement.

This report relies on my direct auditory observation, contextual awareness, and reasonable perception.

6. Basis for Concern / Requested Review

My concerns arise from:

The hostile and demeaning nature of the statement and its apparent targeting of me.

The repeated use of verbal remarks made from areas outside my camera coverage, which limits my ability to document the speaker visually.

The cumulative effect of this conduct contributing to a hostile and unsafe housing environment.

This report documents observations and concerns and does not assert conclusions beyond what is reasonably supported by available evidence.

6A. Impact Statement (Reporting Party)

As a result of this incident and the recurring pattern of hostile verbal remarks, I am experiencing the following impacts:

Loss of quiet enjoyment: I do not feel comfortable in my own unit due to repeated hostile statements heard from the common area.

Fear and heightened safety concerns: The tone and content of the remarks cause me to feel threatened and unsafe in my residence.

Avoidance behavior: I limit routine activities (e.g., stepping into the hallway, checking mail, taking out trash) to reduce the likelihood of further harassment.

Disruption to daily functioning: The incident interferes with my ability to concentrate and work while seated at my desk and using my computer.

Ongoing distress: The conduct contributes to ongoing stress and concern about potential escalation.

This impact statement is provided to document the effect on my housing conditions and personal safety and is not intended to assert conclusions beyond what is reasonably supported by my observations.

7. Prior Related Concerns (Reporting Party Statement)

I have documented prior incidents involving verbal harassment and related safety concerns. I understand each incident must be evaluated independently based on available evidence.

8. Absence of Consent or Authorization

I did not consent to any hostile verbal communication, intimidation, or harassment.

I seek to be left alone in my residence and to exercise normal privacy and quiet enjoyment of my rental unit.

9. Evidence and Documentation Notes

Preserved surveillance footage reflecting absence of visual capture due to blind spots

Contemporaneous written notes of the incident (date/time context)

Device-use context (seated at desk on Mac Mini) for timeline accuracy

Camera placement description and blind-spot explanation (if requested)
