Source of timestamp: iPhone voicemail log display associated with the call/voicemail record

Reporting Party’s device location: Reporting Party’s personal mobile phone (iPhone) in Reporting Party’s possession

Reporting Party’s residence context: Apartment Unit 2*5 (general context only; the event concerns telecommunications)

 

3. Description of Incident (Observed Facts)

On December 30, 2025 at approximately 8:32 AM, my phone received a voicemail from +1 (701) 328-3228. The call was listed as “Unknown” on my device.

The voicemail transcript displayed on the device (labeled “Transcript (low confidence)” by the phone) stated, in substance, that the caller identified as:

“Kir*ten with the North Dakota Department of Labor and Human Rights,”

and that the call was regarding:

“the complaint you had sent to H*D,” referencing a “G******k p******y,”

and requested that I call back at:

701-328-3228 (repeated).

I did not confirm any personal identifiers to the caller and did not provide any verification codes, passwords, PINs, or sensitive personal information in connection with this voicemail.

 

4. Key Facts Asserted by the Reporting Party

To the best of my knowledge and recollection:

My phone received a voicemail from (701) 328-3228 at approximately 8:32 AM on December 30, 2025.

The voicemail, as reflected in the on-screen transcript (marked “low confidence”), claimed an affiliation with a government agency and referenced a H*D complaint.

I preserved a screenshot of the voicemail record and transcript shown on my phone.

I separately located an online public posting showing (701) 328-3228 presented as a private business contact number, which raised concerns about authenticity, number reassignment, misrouting, or caller-ID spoofing.

I did not knowingly authorize any third party to contact me using a private-business number while representing an agency in connection with my housing complaint.

 

5. Disclosure of Evidentiary Limitations

I explicitly document the following limitations:

The iPhone transcript is labeled “low confidence,” meaning the displayed text may contain transcription errors.

I cannot confirm the caller’s true identity solely from the voicemail display without independent verification through official agency contact channels.

Caller ID information can be altered/spoofed and therefore cannot be treated as definitive proof of origin without corroboration.

The Facebook posting used for verification is a public online reference and may reflect outdated or reassigned numbering, and therefore is documented as a concern indicator rather than a definitive conclusion.

My concerns arise from:

The voicemail’s claim of connection to a H*D complaint and a named housing/property context, paired with a callback number appearing publicly as associated with a private business.

The potential risk of misrepresentation, spoofing, or improper handling of sensitive complaint-related communications.

The need to protect the integrity of fair-housing complaint communications, case numbers, and investigative contact pathways.

Requested Review / Action:

Verification by the appropriate agency (H*D/F**O and/or ****h *****a Department of Labor and Human Rights) of whether a legitimate referral exists and whether any official staff member attempted contact, and confirmation of the correct official callback number and contact method (preferably written email correspondence).

As a result of this event and the surrounding context, I am experiencing the following impacts:

Heightened concern that complaint-related communications may be compromised or misdirected.

Increased reluctance to answer unknown calls due to risk of impersonation.

Concern that critical case information (case number, referral status, deadlines) may be delayed or obstructed due to unsafe communications channels.

This statement is provided to document the impact on my ability to safely participate in housing-complaint processes and is not intended to assert conclusions beyond what is reasonably supported by available documentation.

I have previously filed a H*D complaint online and have ongoing concerns regarding secure receipt of official correspondence and communications integrity. Each issue must be evaluated independently based on available evidence.

 


7A. Communications Gap (Reporting Party Statement)

After submitting my H*D complaint online, I did not receive an inquiry/case number by email and I have no confirmation email in my accounts.

I also did not receive a USPS Informed Delivery image or delivery notification showing H*D correspondence for the relevant period.

I understand these conditions do not conclusively prove that correspondence was not sent or not scanned, but they contribute to my concern that complaint-related communications may be misdirected, delayed, or compromised.

I request that the agency provide my inquiry/case number and future communications via verified phone and written email channels.

8. Absence of Consent or Authorization

I did not consent to any impersonation, misrepresentation, or the use of compromised contact methods related to my housing complaint.

I request that any agency communications occur through verified official channels and, where possible, via written correspondence to reduce impersonation risk.
