I. PURPOSE OF THIS INCIDENT REPORT
The Complainant prepares this report to document the discovery of apparent physical damage or alteration to a personally owned artificial Christmas tree following its storage in an assigned residential garage.
The incident was discovered on November 5, 2026, at approximately 4:12 p.m.
The report documents the purchase, earlier photographed condition, garage storage, subsequent examination, physical measurements, photographic comparison, and concerns regarding possible unauthorized access to personal property.
The report also addresses the Christmas tree's religious significance and the Complainant's concerns regarding possible harassment based on Christian religious beliefs and female sex.
The Complainant requests an independent examination of the available evidence.
This report distinguishes documented facts, firsthand observations, suspected misconduct, and matters requiring further investigation.
No individual is identified as responsible for the reported condition of the tree.
II. PERSONAL PROPERTY OWNERSHIP AND RESIDENTIAL STORAGE
The Complainant is a residential tenant who maintains an assigned garage for the storage of personal belongings.
The Complainant purchased a seven-foot artificial Christmas tree in December 2025.
The tree was used inside the Complainant's residence during the Christmas season.
Following the holiday period, the tree was placed inside a storage bag and kept in the assigned residential garage.
The Complainant did not authorize unrelated individuals to cut, damage, alter, or otherwise modify the Christmas tree.
Whether an unauthorized person accessed the storage area remains unverified.
III. DECEMBER 11, 2025 — PURCHASE DOCUMENTATION
On December 11, 2025, the Complainant purchased a white flocked artificial Christmas tree through Amazon.
The manufacturer's product description identified the item as an Incbruce seven-foot artificial Christmas tree with approximately 1,000 branch tips and a metal stand.
The purchase documentation identifies the following information:
| Purchase Information | Documented Details |

| Retailer | Amazon |
| Manufacturer / brand | Incbruce |
| Product | Seven-foot flocked artificial Christmas tree |
| Advertised height | 84 inches |
| Advertised branch tips | 1,000 |
| Product color | White |
| Item price | $45.99 |
| Sales tax | $3.56 |
| Total purchase amount | $49.55 |
| Amazon order number | [REDACTED] |
The purchase document is preserved as Exhibit A1.
For public disclosure, the original order number, delivery address, payment information, and purchaser identification are withheld.
IV. EXHIBITS A2–A4 — PRODUCT HISTORY AND MANUFACTURER SPECIFICATIONS
The Complainant preserved screenshots of the Amazon product listing on November 5, 2026.
These screenshots identify the purchased tree, its advertised appearance, and its listed dimensions.
The manufacturer described the tree as approximately 84 inches tall and 41 inches wide.
The product's listed weight was approximately 16.5 pounds.
The screenshots show a tree with an extended top tip, multiple branching sections, white flocking, and a metal stand.
The manufacturer's photographs provide a reference for the tree's advertised appearance.
However, product photographs do not independently establish the precise configuration of the delivered tree or the length of every individual stem.
V. DECEMBER 18, 2025 — EARLIER PHOTOGRAPHIC CONDITION
On December 18, 2025, at approximately 3:34 p.m., the Complainant photographed the assembled Christmas tree inside the residence.
This photograph is preserved as Exhibit B1.
The photograph depicts a white flocked tree positioned near a sliding glass door.
The tree appears vertically extended, with numerous outward-facing branches and a tapered upper section.
The photograph documents the tree's visible appearance before the subsequent storage period.
No measuring instrument is visible in this earlier photograph.
Accordingly, the image provides a comparative visual reference but does not establish the tree's original assembled height to the nearest inch.
VI. JANUARY 13, 2026 — STORAGE OF THE CHRISTMAS TREE
On January 13, 2026, at approximately 2:11 p.m., the Complainant placed the Christmas tree inside its storage bag and stored it in an assigned residential garage.
The Complainant photographed the garage interior.
This photograph is preserved as Exhibit D1.
The image depicts a large dark-green storage bag near other household belongings and boxes.
The photograph documents the bag's presence in the garage at the reported time.
The contents of the bag are not directly visible.
The Complainant did not authorize any unrelated person to modify or damage the tree.
The available photograph does not independently establish whether unauthorized garage entry occurred after the storage date.
VII. NOVEMBER 5, 2026 — DISCOVERY OF APPARENT TREE DAMAGE
On November 5, 2026, at approximately 4:12 p.m., the Complainant retrieved the Christmas tree from its storage bag and examined its condition.
The Complainant noticed apparent differences in the lengths and arrangement of multiple branch stems compared with the tree's earlier appearance.
Several branch areas appeared shortened or otherwise altered.
The Complainant suspected that some stems may have been cut.
The Complainant had not authorized cutting or trimming of the tree.
No individual was witnessed cutting or damaging the tree.
The cause and timing of any physical damage remain subjects for investigation.
VIII. CONFIRMATION OF TREE ASSEMBLY
After noticing the apparent changes, the Complainant examined the tree's sectional assembly.
All tree sections connected properly into their designated slots without difficulty.
The Complainant did not observe an assembly obstruction preventing the sections from connecting.
This observation reduces the likelihood that an improperly seated section explains the reduced measured height.
Nevertheless, the position of the uppermost tip, stand configuration, and original manufactured dimensions remain relevant to a complete physical examination.
IX. PHYSICAL MEASUREMENTS AND HEIGHT DISCREPANCY
The Complainant obtained the following measurements on November 5, 2026:
| Measurement | Recorded Height |
|---|---|
| Living room floor-to-ceiling height | 93 inches |
| Manufacturer's advertised tree height | 84 inches |
| Current assembled tree height | 75 inches |
| Difference from advertised height | 9 inches |
| Expected ceiling clearance | 9 inches |
| Current ceiling clearance | 18 inches |
The current measured tree height is nine inches less than the advertised height.
This represents approximately 10.7 percent of the advertised height.
The Complainant considers this discrepancy important because all tree sections reportedly connected properly.
The measurement establishes a difference between the manufacturer's listed height and the tree's present assembled height.
However, the tree's original assembled height was not independently measured in December 2025.
The nine-inch discrepancy therefore does not, by itself, establish intentional cutting or demonstrate that nine inches of branch material were physically shortened.
Further examination is necessary to identify the underlying cause.
X. EXHIBITS B1 AND C1 — BEFORE-AND-AFTER PHOTOGRAPHIC COMPARISON
Exhibit B1 documents the tree on December 18, 2025.
Exhibit C1 documents the tree on November 5, 2026, at approximately 5:42 p.m.
The photographs show differences in branch positioning and the tree's visible appearance.
In Exhibit B1, the tree appears more openly arranged in certain sections.
In Exhibit C1, some branches appear more densely grouped or positioned at different angles.
The photographs were captured under different lighting conditions and from different camera viewpoints.
These differences affect the reliability of direct dimensional comparisons.
The photographs support the Complainant's request for investigation but do not independently establish that the stems were deliberately cut.
XI. EXHIBIT E1 — CLOSE-UP PHOTOGRAPH OF SUSPECTED DAMAGED STEM
On November 5, 2026, at approximately 6:32 p.m., the Complainant photographed an individual tree stem area believed to be damaged.
The photograph is identified as Exhibit E1.
The image depicts a localized section of white flocked artificial foliage and green branch material.
The Complainant identified a particular area that appeared shortened, irregular, or damaged.
Because the image is closely framed and the flocking obscures portions of the structure, the precise condition of the internal stem cannot be conclusively determined.
The image does not independently establish whether the apparent irregularity resulted from cutting, breakage, manufacturing finish, or another cause.
The Complainant requests further physical examination.
XII. CONCERN REGARDING POSSIBLE UNAUTHORIZED GARAGE ACCESS
The Complainant is concerned that someone may have entered the assigned residential garage without permission during the storage period.
The relevant period extends from January 13 through November 5, 2026.
The Complainant did not authorize unrelated individuals to alter or damage the Christmas tree.
However, no verified access record, surveillance recording, eyewitness account, or other evidence has yet established an unauthorized entry.
The Complainant requests a review of relevant property-management access records, maintenance documentation, and any available surveillance material.
No particular resident or individual is accused of committing unauthorized entry in this public report.
XIII. RELIGIOUS SIGNIFICANCE OF THE CHRISTMAS TREE
The Complainant identifies as Christian and considers Christmas an important religious observance.
The artificial Christmas tree was purchased for personal holiday celebration inside the residence.
The tree therefore has personal religious significance beyond its financial purchase price.
The Complainant is concerned that intentional damage to property associated with Christian religious observance, if established, could potentially be connected with religious hostility.
However, the religious significance of the tree does not independently establish that another person acted because of the Complainant's beliefs.
Any discriminatory motive would require additional supporting evidence.
XIV. FEMALE SEX AND CONCERNS REGARDING HOUSING HARASSMENT
The Complainant identifies as female and expresses concern regarding possible discriminatory conduct affecting residential occupancy and personal property.
The Complainant has separately documented concerns involving alleged offensive statements and other residential incidents.
Those matters are maintained in separate records and are not treated as proof that the Christmas tree incident involved the same individuals or a common cause.
The presently available Christmas tree evidence does not establish a sex-based motive.
If further investigation identifies conduct connected to the Complainant's sex, the relevant circumstances may warrant examination under applicable housing discrimination laws.
XV. FEDERAL FAIR HOUSING ACT — RELIGIOUS AND SEX-BASED DISCRIMINATION
The federal Fair Housing Act prohibits certain discriminatory housing practices because of religion and sex.
Under 42 U.S.C. § 3604(b), prohibited conduct can include discrimination in rental terms, conditions, privileges, and services or facilities associated with housing.
The Complainant requests consideration of these protections if an investigation establishes that housing-related misconduct occurred because of religion or sex.
The reported condition of the Christmas tree alone does not establish a violation of the Fair Housing Act.
XVI. HOSTILE-ENVIRONMENT HARASSMENT — 24 CFR § 100.600
Federal housing regulations address hostile-environment harassment involving unwelcome conduct based on a protected characteristic that is sufficiently severe or pervasive to interfere with housing use or enjoyment.
The analysis depends on the totality of the circumstances.
Potentially relevant factors include the nature, severity, frequency, duration, and surrounding circumstances of the conduct.
If intentional property damage and discriminatory motive are independently established, those facts could become relevant to a hostile-environment harassment analysis.
No such final determination is made in this report.
XVII. INTERFERENCE WITH HOUSING RIGHTS — 42 U.S.C. § 3617
Federal law also prohibits certain coercion, intimidation, threats, or interference involving the exercise or enjoyment of protected housing rights.
The Complainant requests consideration of this provision only if supporting evidence establishes circumstances satisfying its legal requirements.
An allegation of personal-property damage does not automatically establish unlawful interference under this statute.
XVIII. PROPERTY-MANAGEMENT RESPONSIBILITIES
The Complainant requests that the relevant residential property-management organization review the reported incident.
The organization may possess records concerning garage access, authorized maintenance, and property-security procedures.
The Complainant requests review of any such records relevant to the storage period.
Responsibility for discriminatory third-party conduct depends on the applicable legal standards and surrounding facts.
No conclusion concerning property-management liability is made without an investigation.
XIX. NORTH DAKOTA HOUSING DISCRIMINATION PROTECTIONS
North Dakota law also provides protections against specified discriminatory housing practices, including discrimination because of religion or sex.
The Complainant requests that any independently established discriminatory conduct be evaluated under applicable state law where appropriate.
The present report does not establish a violation of the North Dakota Housing Discrimination Act.

XXII. EVIDENTIARY FINDINGS
The existing records support the following observations:
The Complainant purchased an artificial Christmas tree advertised as seven feet tall.
The tree's earlier appearance was photographed in December 2025.
A storage bag was photographed inside the assigned garage in January 2026.
The tree's later appearance was photographed in November 2026.
The Complainant measured the assembled tree at approximately 75 inches.
The advertised-to-measured height difference is nine inches.
The Complainant reported that all assembly sections connected properly.
A close-up photograph identifies a stem area believed to be damaged.
These findings support further investigation of a possible property-damage incident.
They do not establish intentional cutting, unauthorized entry, or discriminatory motive.
XXIII. EVIDENTIARY LIMITATIONS
The following matters remain unverified:
The tree's precise assembled height in December 2025.
